The California Industrial Hemp Farming Act unanimously passed the California Senate on Tuesday. Similar bills have passed in 2002, 2006, 2007, 2008, and 2011, only to be vetoed by Democratic and Republican Governors. In order to avoid a conflict with the federal government the legalization of hemp for industrial purposes would not become legal under until the federal government has authorized production under federal law.
